This. When I lived in Kingston I used to run on a couple of courses during the fall/winter/early spring and found that some don't mind at all, but others do not want you out there no matter the season. Asking removes any doubt.

Many transition zones aren't really set up for effective bike locking. That would take a bit different setup if participants were expected to lock their bikes. It's clearly not expected. I usually just have some water or milk before heading out, but if it's going to be a longer run I may eat a banana as well. Sometimes even half a banana is enough. I know some people who will have a very small bowl of oatmeal.
