How are these related? Well if the UCI is going to roll out the carpet for Vino and his band of merry Astana dopers, then why should Lance feel unwelcome? Of course he feels entitled to be back around the Tour - everyone else gets to be!

The UCI letting Astana race looks bad on the UCI and the Tour.
But Lance's plan (even though charitable) is a big F-You to the Tour and the UCI. But Lance has always been arrogant, so why should he be any different now?
