Realise this may not be significent I paid $50 for the 5K which isn't much difference than marathon.
One would think that the course people might imagine that putting a 4K sign 400m from the finish
might throw people off, perhaps?

As far as actual training for the run, I can't add a lot. But why are you taking longish breaks? Recovery, lack of intrest, weather or to do other things? If you want to get the benefits from a hill workout, run up the hill with a full range of motion stride.
