For instance if I search on my name + toronto, I get my race results pretty high. If I remove the cookie, I get very different results.
Based on my observations, I have assumed for a while that google search results can be very individual.

I think it is to give you more relevant hits. Running for you means fast jogging. Running for someone else may mean running for office or running 100 meter dashes etc. By tracking your activity they can come closer to your interests...or...they can target their marketing closer to your interests!
