It's not really new rules but a proposed new criteria for a world record (a second one) and I think it's a great idea.

Isn't the whole point of a world record to keep record of the world's fastest time. Clearly, they have the physical ability, but perhaps they need a mental nudge. Hate to sound a little callous, but that shouldn't be an excuse to run slower (or to aim lower)

This seems like a silly way of fragmenting it. It's like me saying "I hold the 5k record for 6 foot tall, bald, 27 year old men born in the first week of March that drive blue nissan altimas."

Also, what happens if the women's-only record surpasses the mixed race record? Does the mixed race record even matter anymore?

It's not that its an excuse to run slower. It's actually setting the bar higher.

The men's record would likely be faster (or at least easier to chase) if they allowed new pacers to come in with 10k or 15k to go in the race. Allowing women to have male pacers who can run faster is essentially doing the same thing.
